
Lok Sabha passed Election Laws (Amendment) Bill, 2016 to give the right to vote to people whobecame citizens in India following the exchange of enclaves between India and Bangladesh.The bill seeks to amend the Representation of the People Act (RPA)1950 and the Delimitation Act 2002. These Acts regulate the allocation of seats in Lok Sabha and state legislative and delimitation (fixing limit) in parliamentary and state community constituents.
Key facts
This bill aims to empower the Election Commission of India (ECI) to bring the delimitation of areas affected by the enactment of the Constitution (100th Amendment) Act, 2015.
Under the 2015 Act, enclaves exchanged between India and Bangladesh.
India received 51 enclaves of Bangladesh, and transferred 111 member cities to Bangladesh in July 2015.
The bill empowers ECI to amend the delimitation to (i) Attach the relevant constituencies in Bangla enclaves was transferred to India. (II) include the relevant people in the Indian enclaves was transferred to Bangladesh.
The RPA, 1950 and Delimitation Act, 2002 give ECI a responsibility to keep up-to-date orders delimitation. Delimitation commission specify the territory constituencies.
